Overview

Welcome to the Airports Council International Safety Management Systems training module for U.S. airports.

SMS is a proactive approach to safety that has been adopted by the International Civil Aviation Organization (ICAO).

The Federal Aviation Administration (FAA) is proposing that all U.S. airports operating under 14 CFR Part 139 will be required implement an airport Safety Management System (SMS).

This course explores the major components of the proposed rule, as well as the FAA’s own internal SMS requirements imposed upon airports under FAA Order 5200.11 “FAA Airports (ARP) Safety Management System (SMS)”.

Objectives

On completion of this module participants will be able to:
  • Describe both international and U.S. specific regulatory frameworks relevant to airport safety
  • Understand SMS rules and internal guidance that the FAA has proposed or adopted
  • Understand the organizational nature of accidents and incidents
  • Explain the key safety principles of a SMS and how they differ from traditional approaches to safety
  • Understand the basic safety processes of a SMS and how they identify hazards and mitigate risks
  • Describe the major benefits of a SMS
  • Describe the four minimum elements of a Safety Management System required by the FAA proposed regulations including Safety Policy, Safety Risk Management, Safety Promotion and Safety Assurance
